PURPOSE:
Perform Ship to Shore Operations and Oil Movement (Tank Farm) Operations in accordance with GPC (LQS), and according to the Plan set by the Production whilst meeting HSSE, Security and Environmental target and to supervise the daily blending of lubricants scheduled by Production Planner.
NATURE and SCOPE:
The Tank Farm Operator (Shift) reports to Plant Manager.
The specific challenge of the position lies in the production of on-spec batches with accurate input and without correction. Supervise all bulk receipt related operations through Marine vessel, ISO tanks and Tank lorries and perform system related activities related as well.
The task of the Tank Farm Operator is to oversee all receipt operations and its documentation along with support to initiate batches scheduled for the day. He is to supervise input of all components and witness additive dosage in particular according to the operating and quality control procedures. He is also required to follow himself and ensure that all members of blending team strictly follow laboratory instructions.
The incumbent is required to document actual inputs to batch or blend and report any difference to laboratory in system. He is to ensure timely and correct system entries of bulk receipts in SAP and dispatch of blend samples to lab and advise filling on confirmation of clearance of required tests.
PRINCIPAL ACCOUNTABILITIES
- To actively promote and engage in HSSE activities as defined by Group policy.
- Understanding and Implementation of QMS & EMS (based on ISO 9001:2015 and 14001:2015) in SPL (LOBP & TC).
- To supervise weekly dipping of tanks and supervise sealing or locking of tanks.
- Generate work order documents in system as per plan and supervise blending.
- Calibrate specific gravity on bulk delivery meters according to the observed readings.
- Record and arrange re-use of part fillers/slops in blending according to the advice of laboratory.
- Liaise with the Maintenance team for repairs and maintenance of blending equipment, boiler, compressor, pumps and allied facilities.
- Ensure the safety of personnel and company’s assets.
- Ensure efficient usage of blending/receipt function of GSAP R3.
- Enter the default tank information and dip of Base oil tanks.
- Decantation of Tank Lorry for Base Oil
- Decantation of Base Oil vessels (source: sea vessels)
- Decantation of ISO tanks (finish bulk, base oil & additive) & Flexibags
- Pre-Arrival Exchange of Information from Terminal to Vessel and Vessel to Terminal
- Hourly Comparison of Ship-Shore Figures During Base Oil Receipt Operation and Sampling
- Calculate loss/gain in receipt operation and conduct RCA for it.
- Conduct Ship to Shore and Oil Movement operations in accordance with roles described in GSAP/Streamline.
- Operate Ship to Shore in accordance with Group policies/recommendations; procedures for non- standard discharge (lightering, STS, etc.); barge loading and delivery operations; working with port/jetty constraints: vessel size/draft, cranes, etc.; berth/jetty scheduling; giving/receiving notices; measuring quality and quantity; dealing with surveyors; monitoring performance.
- Operate Oil Movement facilities: manually or using technology/automation, product movement, storage and loading process/systems, tankage arrangements; ensuring product quality, service levels/turnaround.
- Work with Maintenance Supervisor/Operators to ensure Ship to Shore, Oil Movement and Associated Equipment availability is maximized.
- Conduct demurrage analysis
- Conduct thorough inspections of base oil shipments to verify quality, quantity, and compliance with specifications.
- Conduct regular safety audits and drills to ensure compliance with internal and external safety regulations.
- Facilitate internal and external audits by ensuring all required documentation is accurate and readily available.
- Address audit findings and implement corrective actions as necessary.
- Identify opportunities for process improvements in base oil receipt and handling.
- Participate in continuous improvement initiatives and contribute to the development of best practices.
- Maintain and update safety procedures and training materials related to base oil operations.
- Conduct regular meetings and engage with vessel surveyors, handlers, and port authorities to ensure smooth base oil discharge operations.
