What’s the role?
The Senior PACO Engineer will be expected to provide PACO engineering support for all Shell T&T facilities (3 offshore and 2 onshore). It will involve visits to Shell’s offshore platforms and may require the Engineer to stay up to fourteen days at a time to support site activities, including, but not limited to, turnarounds, root cause analysis, incident investigation, and MoC implementation.
The Senior PACO Engineer Reports to the Team Lead I&C Engineering.
Internal interfaces: The Senior PACO Engineer is expected to interface with
- The Asset PACO Technical Authority & SPFP
- Peers daily, including other engineers within the Upstream Assets Engineering Team.
- Shell site leadership team (OIMs, OTLS, and MTLs) at each facility as required.
- The PACO technicians at each facility, as required.
- The MTAP and WRFM Team – As required.
- The Process Safety Manager and Asset Integrity team, as required.
- The Document Control Team, as required.
- Other departments, including but not limited to Finance, IAPS, C&P, HSSE, and HR, as required.
External interfaces: The Senior PACO Engineer is expected to interact with
- PACO vendors/contractors as required.
- Equipment OEM/OEM representatives as required.
- General Contractors as required.
Residing within the Upstream Assets Engineering Team, the Senior PACO Engineer is responsible for:
- The MEC Processes as it relates to Instrumentation and Controls on the Assets assigned.
- Providing engineering and operational support for the PACO discipline, as well as technical assurance activities within the Upstream Assets Maintenance and Operations portfolio.
- Providing technical advice and steer on the Process Automation and Control Systems, including but not limited to Distributed Control Systems, Safety Instrumented Systems (e.g., ESD, HIPPS, FGS), other third-party control systems, and process instrumentation (feedback and final elements).
- Providing day-to-day PACO Engineering support to the Operating STTL Assets.
- The overall effectiveness of the process automation systems in achieving STTL’s business goals related to Human Safety, Process Safety, Production Optimization, and the Environment.
- Delivery of the Gap to Potential deliverables on behalf of the operating assets of STTL.
- Providing input towards the annual Upstream Assets Engineering Team OPEX and CAPEX Budget planning.
The Senior PACO Engineer shall be accountable for: -
- Delivery of OPEX and CAPEX activity within agreed budgets per the requirements of the Shell AMS.
- The SIS MEC Process Health and all associated deliverables on the Assets assigned.
Responsibilities:
- Engage with sites to provide visible and felt PACO engineering support.
- Serve as a point of contact for technical advice for Asset Process Automation and Control Systems, including but not limited to BPCS, SIS (ESD, FGS, HIPPS, BMS), other third-party automation/SCADA systems, and field instrumentation (Final element and Feedback devices)
- Utilize the Shell Asset Management System (AMS) to Leverage Visual Management to focus on PACO-related unscheduled deferment and Proactive Technical Monitoring ‘Wins’
- Utilize Leader Standard Work to carve out the time to focus on Proactive Technical Monitoring (PTM), Root Cause Analysis (RCA), Technical Assurance, HSSE related Action Items under the purview of the PACO Engineering team, Management of Change, Manage Threats and Opportunities (MTO), Ensure Safe Production (ESP), Manage Equipment Care (MEC) Program, Process Control Domain (PCD)
- Develop and maintain Equipment Care Strategies and job plans for PACO-related equipment.
- Provide technical support to the HEMP process via participation in HAZOPs, LOPAs, Bowties, QRA’s, and ALARP Assessment. Lead HEMP processes such as SIL verifications and alarm management workshops.
- Collaborate closely with the Upstream MTAP and WRFM Teams to evaluate and implement mitigations to operational constraints and reliability risks to develop cost-effective, practical engineering solutions to improve safety, reliability, unscheduled deferment, and costs.
- Participate in the Engineering Team collaboration weekly meetings and attend other Upstream Assets Cadence meetings as required, including, but not limited to, Daily Morning Calls, IAPS, MTO, MoC, and site Alarm Management meetings.
- Work with production operations to provide monitoring, troubleshooting, mitigations, and training guidelines to drive continuous performance improvement toward Goal Zero, availability, direct control reliability, and production targets.
- Use the causal learning process to drive root cause analysis and implement appropriate solutions to prevent the reoccurrence of incidents or failures.
- Perform technical reviews of Management of Change proposals and execute implementation tasks in support of the Asset PACO Technical Authorities.
- Support the implementation of small projects (this includes project management, design, HSSE review, MoC, installation, and commissioning)
- Support the entire Opportunity Realization Process (ORP), particularly the Select, Define, and Execute phases.
- Share information learnings via functional and discipline networks and the Global PACO community.
- Participate in the Asset Incident Management Team, as required.
- Participate as assigned in the Incident Investigation work process. When appropriate, serve as the “responsible person” for incident recommendations.
- Create and maintain an environment of inclusion that respects and values individual differences and is aligned with Shell’s core values.

- Demonstrates safe work practices, takes part in safety meetings as required, and advises relevant personnel of any non-conforming conditions.
- Coach, train, and mentor junior team members and other functional discipline engineers (e.g., MMI, Process, CSO, Electrical),
- Review and assure works performed by junior PACO engineers.
- Drive technological advancements within the PACO discipline.
What we need from you?
- Knowledge of PACO Safe Working Practices (e.g. NFPA NEC 70E) and the National PACO Codes (e.g. NFPA NEC 70).
- Knowledge of International Standards governing PACO systems and the petrochemical industry (e.g. API, IEEE, ANSI, IEC, NFPA)
- Experience with the Management of Change Process.
- Experience requirements: min 10 - 15 years of work-related Engineering Experience
- Minimum Educational requirements: B.Sc. /M.Sc. / M.Eng. or equivalent in PACO/PACO related Engineering.
- Minimum requirements for JG-4 Engineering Discipline as defined by the Shell PACO Engineering Competency Matrix.
- Skill Proficiency in
- PACO Safety, Hazardous Area and Ex Equipment, PACO System Studio, PACO Protection and Control, PACO Maintenance
- Knowledge Proficiency in
- PACO System Design/Modification, PACO Standards, PACO Equipment Selection, PACO Drawings, PACO Construction/Commissioning
- Skill Proficiency in
- Demonstrable knowledge of DEM1/DEM2 requirements, Shell DEPS, and Technical Integrity/global performance standards.
