Projects & Engineering (P&E) is Shell’s project execution engine that safely and efficiently executes new projects for our business partners in Upstream, Downstream, Integrated Gas, and New Energies. What’s the role?
- Deliver consistent but appropriate cost management structures to deliver competitive projects in Malaysia. Embed Company standard tools and processes, as appropriate for each project's life cycle development & and execution phase.
- Contribute to the Project Control Plan (PCP), CTR Catalogue, Cost S-Curve, and Contingency Report.
- Implementation of project cost breakdown structures (CBS) and their population from the estimate. Maintain consistency in cost bases through rigorous adherence to the control processes. Implement Work Breakdown Structure (WBS) for phased cost estimates in line with the Company guidance.
- Prepare a yearly business plan and quarterly project performance reporting, generate accurate monthly project cost reports, the value of work done (VOWD), perform cost recovery control, and any other deliverables as specified in PCP and contractual requirements. Cost management of contracts/POs.
- Contribute to the change management process for projects. Early identification of deviations from Authorization for Expenditures (AFEs) and Group Investment Proposals (GIPs), analyze the trends and highlight potential impacts to the project team. Convert risk profiles into cost profiles e.g. impact of new risk to the allocated contingency. Early identification of non-cost recovery to the project team.
- Implement and monitor Earned Value Management (EVM) until projects completion. Maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism from project teams.
- Review open commitments and interface with stakeholders to close the POs and WBSs.
- Provide input to project lessons learnt, benchmarking, and project close-out report. Support Benchmarking Engineer on data collection and benchmarking analysis.
- Participate in peer reviews and other assurance events.
- Proactive demonstration of continuous improvement.
What do we need from you
- Engineering degree or external certification as Certified Cost or Estimating Professional (e.g. AACEI-CCP, AACEI-CEP).
- Proven number of years in the oil & gas industry and has completed SGP.
- Proven number of years in Upstream Projects: Have proven experience in a role (preferably Cost Engineer) with direct responsibility for the management of Project Services/Project Engineering/Discipline Engineering scope for post-DG3 projects.
- Core competencies - possess general knowledge level understanding of Cost Engineering Concepts, Type 3 & Type 4 Cost Estimating, and Cost Change Management.
- Demonstrate general knowledge level for Cost Control principles and techniques, and application of Cost Management Toolkits for managing CAPEX annual budget, commitment, VOWD, EVM, and EAC Forecasting. General knowledge level in the use of MS Office Suite tools to exchange data between SAP, CMT, and reporting tools, and familiarity with SAP P16 and Dataflow Palantir.
- Good collaboration, integration, analytical, communication, and written skills. Demonstrate general knowledge level in presenting and communicating cost analysis to various stakeholders.
- Demonstrate a working knowledge level of the overall project process and steps (ORP, PMF, PT2020, DCAF, PPGUA).
