The Program Manager oversees the coordinated organization, direction, and implementation of a portfolio of projects and transformation activities to achieve outcomes and realize the benefits of strategic importance to CSE's mission of decarbonization. The Program Manager plays the vital role of business change manager within the department and industry. The Program Manager's role is mainly operational since they are responsible for planning and governance and overseeing successful execution. The Program Manager manages budgets, timelines, deliverables, and teams for one or more U.S. Transportation Department programs. This role facilitates the coordination of multiple market development projects and provides overall operational support within the U.S. Transportation Department and across departments within CSE, including new program development and implementation. Under general supervision from the Senior Manager, Transportation and Infrastructure Programs, the Program Manager will assume responsibilities that include program implementation, stakeholder engagement, marketing and outreach, and business development.
Essential Functions and Responsibilities:
- Previous experience as a project or program manager and substantial practical experience in managing of complex programs.
- Daily program management throughout the program life cycle
- Defining the program governance (controls)
- Managing risks and issues and taking corrective measurements
- Coordinating the programs and their interdependencies
- Work within a matrix organizational structure to manage and utilize resources across programs.
- Define program scopes, budgets, goals and objectives according to the Statement of Work (SOW)
- Provide logistical and administrative oversight for clean transportation programs, and enforce program requirements, application procedures, and standards. Ensure quality control by tapping into technical knowledge and stakeholder familiarity to ensure deliverables and resources align with both established technical standards and program requirements.
- Manage stakeholder expectations, end-user interactions, program details, timelines, scope, and drive issue resolution.
- Make recommendations on clean transportation program design, including needs assessments, proposals, marketing tools, and evaluation and reporting.
- Monitor daily activities to ensure that procedures are working to achieve program goals and to support efficient processes
- Review program plans as necessary throughout the fiscal year.
- Create program reports and presentations for both internal and external clients.
- Supervise one to two direct reports
- Represent CSE programs and CSE at external events as necessary.
- Perform other related duties as assigned.
QUALIFICATIONS
Essential Knowledge, Skills and Abilities:
- Strong leadership and management skills.
- General knowledge of energy issues with a basic understanding of transportation policy and technologies.
- Demonstrated high-level of abilities in various computer software programs and fluency in using standard office software packages such as M.S. Office Suite, CRM software platforms, PM software platforms, Microsoft Teams, etc.
- Strong independent research skills and knowledge of applicable resources, including internet, regulatory and related industry documents.
- Strong critical thinking and problem-solving skills, and strong attention to detail.
- Excellent oral and written communication skills and familiarity with the use of self-editing software such as Grammarly.
- Demonstrated proficiency in client-facing customer service and the ability to work positively with a wide range of individuals across departments.
- Strong organizational, time management and planning skills, and the ability to perform within required deadlines.
- Ability to handle multiple tasks, changing priorities and complex assignments.
- Strong understanding of the broader objectives of the program.
- Ability to use sound judgment in responding to issues and concerns.
- Knowledge of project management and best practices with data entry and documentation.
Experience:
- Bachelor's degree required in subjects relevant to sustainable transportation and energy, including environmental studies, business administration, transportation planning, or related field required.
- Master's degree preferred.
- PMP Certification is strongly preferred.
- 5-10 years of related experience, including 4 years of experience in the clean energy industry preferred.
- Experience with advanced technology market transformation programs preferred.
- Familiarity with federal and state clean transportation policies and landscape preferred.
