Job Description
POSITION SUMMARY
The OIM provides oversight of the daily production, platform / field operations and maintenance, ensuring the health, safety, regulatory compliance and welfare of all onboard personnel. The OIM is accountable for the budget and serves as a champion for continuous improvement on the facility. This position will be located Offshore, Gulf of Mexico on a rotational basis (14/14).
ROLES & RESPONSIBILITIES
The OIM has general responsibilities that include the following:
Responsible for the health, safety, and welfare of all onboard personnel Promoting and maintaining a safe environment
- Complying with all requirements in the Hess Operational Management System (HOMS) documents. Assuring full compliance with all mandatory regulations and procedures relating to production operations Responsible for meeting the Key Performance Indicators (KPIs) for the installation
- Oversight of the daily production and platform operations activities Assuring equipment is up-to-date and is maintained at a high standard
- Mentoring and coaching staff to improve the competency and training of all core crew team members Leading and participating in meetings as designated by the agreed terms of reference (TORs)
- Verifying and providing assurance to systems and processes as directed in various procedures or as needed.
- Participating in root-cause failure investigations as required to prevent recurrence and help identify trigger events as failure cause
DETAILED REQUIREMENTS
EHS and Regulatory Compliance
The OIM complies with Environment, Health and Safety (EHS) and regulatory requirements by:
- Assuring compliance with all applicable regulatory requirements including but not limited to the Bureau of Safety and Environmental Enforcement (BSEE), United States Coast Guard (USCG), Environmental Protection Agency (EPA) and American Bureau of Shipping (ABS) certification (as applicable to the asset) and all Hess EHS requirements including verification, acting on weak signals and following up on actions to ensure compliance with regulatory audits.
- Complying with all requirements in the GoM Management Systems documents and Hess EHS standards and practices as defined within the Hess EHS and Social Responsibility (SR) Management System
- Auditing various safety systems and processes such as safe isolation practices, bypass/inhibit logs, controlled valve register, etc. Leads discussions in daily SIMOPS, townhall and daily Permit to Work (PTW) meetings, which identify any SIMOPS activities for planned work. Promotes and builds strong relationships between the offshore team and onshore support resources to promote the concept of “one team, one goal”
- Demonstrating EHS leadership and driving high performance by:
- Reinforcing positive EHS behaviors
- Engaging in two-way dialogue with employees, contractors and other stakeholders on EHS issues
- Reinforcing the importance of using and participating in the safety observation card (SOC), Leadership Site Visits (LSV) and Behavioral Safety Observation Program (BSOP) to meet enterprise goals
- Leading topics in weekly safety meetings and ensuring other members of the leadership team facilitate safety meeting topics Promoting “barrier-thinking” such as active one-on-one discussions reinforcing “swiss cheese” and “bow-tie” process safety models Stop Work Authority (SWA) and Ultimate Work Authority (UWA) per the Hess HOMS Procedure
- Being accountable for leadership delivery which results in improvement in EHS performance in the following areas:
- Managing process safety risks, including environmental risks, to reduce process upsets including spills, leaks and flaring Managing occupational health and safety risks to eliminate injuries, illness and incidents
- Assuring follow-up and completing corrective and preventive actions for reported hazards (in the behavioral-based, SOC system) and incidents (through the Synergi action tracker)
- Leading the offshore Emergency Response Team
Production and Cost Deliverables
The OIM demonstrates responsibility for Operations and cost deliverables by:
- Assuring planned outages have a clear, prioritized work scope with assigned resources and frozen scope 60 days before execution Assuring that the System Ownership plan (autonomous maintenance) inspections (audits) are executed by the Reliability Operations team, recognizing achievements and progress, removing barriers and identifying training needs
- Being accountable for the operating expense (OPEX) cost elements ensuring compliance with the Reliability Operations process Assuring all budget elements clearly define the owners and that each owner tracks the status of their element on a year-to-date basis Facilitating a weekly cost meeting with Finance
- Driving and supporting a strong Lean culture of continuous improvement (CI) by:
- Assuring specific Lean processes reviews occur regularly with the crew to improve EHS performance, operating efficiency and execution Assuring common improvement opportunities are implemented consistently within the platform and across the crews
- Developing and maintaining SQDCP dashboards showing asset performance, identifying gaps, applying Lean principles and developing countermeasures to address gaps
- Facilitating and supporting Embedded Lean Leadership (ELL) deployment and projects
- Actively contributing to the OIM Network by promoting and progressing standardization opportunities
- Verifying that activity planning processes are integral to the operating rhythm including SIMOPS, integrated activity planning requirements, and long- term planning of turnaround (TAR) directly related to Production and Maintenance
Personnel
The OIM has personnel responsibilities that include the following:
- Assuring the establishment of the direct reports’ annual objectives, holding regular performance feedback sessions, with a recorded mid-year, and a year-end Performance Management Plan (PMP) appraisal
- Assuring and supporting the follow-up of Individual Development Plans in Career Manager Mentoring and coaching staff to improve the competency and contributions of all
- Achieving, implementing and complying with GoM Competence Assurance and Training requirements
- Coordinating technical training to improve the crews’ technical understanding of the facility to ensure the safe operation and prevent process safety events
- Promoting effective teamwork between the onshore and offshore teams and between all crews and work parties
- Providing detailed handover notes for crew changes
Competency and Skills
The OIM shall possess competency and skills that include the following:
- EHS safety process system experience (Permit to work, risk assessment, hazardous operations [HAZOP], hazardous identification [HAZID] and Pre-Startup Safety and Environmental Review [PSSER]) is essential.
- USCG OIM license and Helicopter Underwater Escape Training (HUET) Obtaining an OIM Managing Major Emergencies (MEM) competency
- 15 or more years of Offshore Operations experience desirable with five or more years of leading or supervising a team of multi-skilled personnel, preferably in a senior position
- Deepwater and subsea or floating facility experience
- Integrity and risk-based inspection program awareness is desirable
- Excellent interpersonal skills and the ability to work with minimal supervision in a diverse, multidiscipline, team-oriented environment Well-developed analytical and problem-solving skills
- Complying with the Hess Work Management process in SAP for all work on the facility Leadership, coaching and influencing skills
- Effective written and oral communication skills
QUALIFICATIONS
Experience
- 15+ years industry experience
- Experience with operating and maintenance of rotating equipment, including turbines, generators, and centrifugal pumps. Deepwater and subsea experience desirable.
- 5+ years in a supervisory position desirable. Experience working on floating facility desirable Commercial experience and awareness.
- Good analytical and problem solving skills; work with minimal supervision; must be a self-starter. Excellent interpersonal skills and the ability to work in a team oriented environment.
- Effective written and oral communication skills.
- Advanced knowledge of SAP or other computerized maintenance management systems.
Education, Training & Certifications
- Bachelor’s degree preferred, minimum requirement is High school diploma or GED equivalent required.
