Job Description:
To provide maritime technical expertise and ensure that all maritime operations are conducted in accordance with the Group requirements for Health, Safety, Security and Environmental (HSSE) standards. To protect the Group’s reputation as well as optimizing commercial performance.
Dimensions:
The position is based in Kuala Lumpur, Malaysia. Frequency of travel is based on business demand, an international travel can be expected principally within Malaysia, Thailand, Singapore, Indonesia, Brunei, Vietnam & Philippines but travel further afield may be required.
Reports to the South East Asia Marine Manager on the Country Maritime Operations in accordance with the Group requirements for Health, Safety, Security and Environmental (HSSE) standards.
Member of the APME Maritime Services organization within the South East Asia region.
Provide on-site support to the local Emergency Response Team (ERT) for Shipping as a Maritime Technical Advisor and local interface with STASCO Casualty.
Member of the Oil Spill Global Response Support Network.
In-region co-ordination on maritime operational risk management issues as an Authorized Person in line with Transport Manual – Maritime Safety.
The scope of the role encompasses maritime operations within South East Asia region principally for Downstream.
Principal Accountabilities:
Conduct or facilitate assessments of Marine (oil, gas and chemicals) facilities, and enter (and maintain current) the results in GMAS, as well as follow-up on findings following inspection.
Support of the Coastal shipping and Barge Risk Assessment for oils and chemicals in GMAS database.
Inspection and where required rating of coastal Project Support Vessels, Barges, and passenger craft.
Focal point between Maritime Assurance Assessor Advisors (MAA) and Local ship operators for Management Review Process and vessel assurance issue.
Implement Contractor Management in accordance with CP and HSSE assurance requirements. Support businesses in optimizing contractual performance of shipping service providers - this includes, but is not limited to, vessels, marine storage facilities and marine cargo surveying. A line of communications to the respective Global Category Manager(s) and/or advisors will be required.
Assist business HSSE focal points in the development, and review of, the maritime HEMP and/or safety case ensuring that controls and risk responses identified are appropriately managed to ALARP.
Provide maritime technical advice and support in respect of: -
- Port, facility and vessel/shore compatibility information.
- Shore Officer training at vessel/shore interface
- Vessel Quality Assurance Ship to ship cargo transfer operations
- Technical advice on chartering and contracts
- Emergency/Crisis/Oil spill Response including exercises to ascertain effectiveness of plans Management & mitigation of maritime
- HSSE risks Cargo quantity and quality, and handling of dangerous goods Demurrage and other claims
Promote and support businesses in the implementation of the Maritime Process Model, completion of the Self-Assessment, and compliance with the HSSE Control Framework with particular emphasis on the Transport Manual- Maritime Safety.
Provide support to Shell Downstream businesses in SEA in the investigation and follow-up of maritime incidents.
Promote relationships with relevant national authorities and external industry bodies to share best practices, positively influence implementation of safety standards and provide information to the business on initiatives standards and regulations.
Provide support to the businesses on the application and implementation of applicable global maritime processes as developed within Maritime Technical Functions.
Provide data support and management information to Maritime Technical Functions.

Work closely with the Marine Manager for South East Asia in ensuring support for all the Downstream businesses within the South East Asia Region is optimized particularly during leave periods and during periods of heavy workload for the principal maritime resource.
Skills & Requirements:
Senior Marine Officer experience (Master/Ch. Off/Ch. Engineer/2nd Engineer) on coastal or deep sea Foreign Going vessels or Offshore Support Vessels. Class 1 Certificate of Competency with a Dangerous Cargo endorsement is essential for the role.
- Experience of carrying a wide range of hydrocarbons is strongly preferred for the role.
- Good HSSE management and quality assurance skills
- Self-motivating and proactive problem solving skills
- Good interpersonal, team building, coaching and communication skills, flexibility and understanding of working with different cultures in a geographically spread area.
- Investigation skill
- The role is an individual performer with no direct reports however extensive internal and external stakeholder engagements and a good performer on the leadership attributes is essential for the role.
