Job Description:
This job covers all aspects of SMEP Operations - onshore and offshore and is expected to work closely with Business Focal Points, HSE Advisors and HSE Focal Point in the various parts of the businesses in managing and demonstrating HSE regulatory compliance. The scope provision of sound advice for new business developments and Joint Ventures.
Position Purpose:
- Provide leadership, support and guidance to the business and all SMEP directorates in HSE Regulatory Compliance, Assurance and Training which, in turn, lead to continual improvement of Regulatory Compliance Performance.
- To establish, maintain and improve a systemic process across all parts of the Company in demonstrating and ensuring compliance to regulations. Monitor and enforce the implementation of HSE compliance requirements in SMEP business through participation in regular reviews.
- To keep abreast of regulatory changes and developments in the regulatory environment
- To serve as a liaison between the company and the regulatory bodies
Key Business Process:

- SEAM Standard SMEP HSSE Regulatory Compliance
- Procedure Petronas Procedures and Guidelines for Upstream Activities (PPGUA)
- Occupational Safety and Health Act 1994 (and (Amendment) Act 2022)
- Factories and Machineries Act 1967 (and (Repeal) Act 2022) Petroleum (Safety Measures) Act 1984
- Petronas Offshore Self Regulations Management System (OSR MS)
- HSE Related International Standards and Guidelines ISO 14001:2015 (EMS) & 45001:2018 (OSHMS)
Specific Tasks and Targets:
- Support the implementation of HSSE MS, Assurance & Compliance systems in SM-EP in line with Shell’s Statement of General Business Principles
- Reviewing documentation, processes, and practices to ensure continuous compliance with regulatory and legal requirements.
- Identify and manage regulatory risk with various focal across the businesses.
- Keep abreast of updates and revisions to international and local HSE regulatory requirements and advise the appropriate course of actions with the support from SMEP Legal team.
- Support Line of Business on Assurance and HSE regulatory compliance related matters
- Provide input and monitor compliance to SMEP’s "HSE Regulatory Compliance Procedure.”
- Performing appropriate levels of compliance audits and reporting outcomes.
- Monitor location-level compliance through the Location Compliance Registers and participate in the regular review of the Registers.
- Builds and maintain cordial and effective working relationship with regulators and internal/external stakeholders.
- Support to coordinate and facilitate any external regulators visit.
- Manage and safekeeping of external communication record.
- Support annual HSE Internal Audit and third-party Surveillance/Recertification audit for ISO 14001& ISO 45001certification.
- Provide regulatory compliance updates to the HSSESC quarterly.
- Conduct awareness level training courses in applicable compliance subjects with assistance of asset owners and SMEs on content design and HSE Advisors for delivery and monitoring.
- Perform the role as PAC Focal Point for OSRMS on behalf of SMEP.

- MPM, Government Authorities ((Department of Safety and Health (DOSH), Jabatan Agama Islam Sarawak (JAIS), Natural Resources and Environment Board (NREB) Sarawak, Jabatan Atom Negara, BOMBA, JAKIM, MOH, CGSO, Marine Department (MARDEP), SHENA (Brunei), Certification and Assurance Provider (SIRIM) & Training Centres.
Experience and Qualifications Required
- Min 5 years’ experience with deep and sound knowledge of Regulatory Compliance requirements/HSSE related fields with a Technical discipline, HSSE auditing.
- A technical/ operational background is preferable, but a high capacity individual of any background that has skills and experience in areas mentioned below can be considered for the role.
- Familiarity with upcoming changes in OSHA (Amendment) 2022, FMA (Repeal) Act 2022 & other regulations would be an advantage.
- University or Higher Professional Education degree is preferable.
- A passion for HSE excellence and a genuine belief in Goal Zero is essential.

- Effective at change management: an individual who can communicate and effectively work with diverse teams to drive a change agenda.
- Able to develop (Learning from Assurance) and facilitate (Reflective) learning workshops.
- Able to teach and coach others (including senior leaders as well as front line supervisors) effectively when delivering reflective learning engagements.
