Rashpetco/Burullus is a Joint Venture (JV) company operating one of Egypt’s largest gas fields. The JV is the operator of the WDDM (West Delta Deep Marine) Field, which includes offshore wells/platforms and the 2.3 BCFD gas treatment plant located at Idku (Egypt North Coast). WDDM production supplying gas to the National Grid for internal use, and to the adjacent “Egypt LNG” plant for LNG export. Shell is a major partner in both Rashpetco and ELNG.

What’s the role?

This role provides operational HSE expertise and support to a JV corporate HSE team.  The role leads projects and activities covering all elements of operational HSE to promote HSE within the JV and ensure readiness to minimize risk factors, assuring departments' commitments to annually set objectives and targets.

The JV Corporate HSE Lead proactively promotes the implementation of the JV Safety, Health and Environmental Policy and its Management System within the JV and any activities carried out on its behalf by Contract Partners. The HSE Lead reports to the HSSE and Governance Assistant GM. The role will provide support for the implementation and maintenance of HSE management system and will lead the establishment of improvement projects. Regular travel to few remote sites is required.

The key accountabilities of the role are:

  • Driving the implementation of integrated HSE Management Systems (MS) and tools. 

  • Provision of expert advice for HSE assurance and auditing and continual improvement through fine tuning of systems to ensure JV complies with best practices. 

  • Provides expert HSE advice and consultancy for operations, drilling and projects.

  • Interprets Corporate Shell HSE goals within the JV context. 

  • Develop and deliver HSE plans for the JV Corporate HSE Department. Develop and lead a journey of safety culture change from reactive to proactive stage through persistent observation, intervention, and constructive feedback. 

  • Work strategically to promote the safety culture across the JV through building a robust HSE leadership program for all JV Leadership team. 

  • Lead the development and implementation of the risk management process on all JV facilities to manage and reduce risks to ALARP. 

  • Develop performance standards to measure the successful implementation of the contractor management process in line with JV HSE management system. 

  • Develop and manage the HSE assurance program to ensure that HSE issues are being adequately identified and managed. 

  • Develop and monitor company yearly HSE scorecard and follow up data collection, evaluation, trend analysis and reporting of HSE performance metrics Monitor all accident/ incidents and Lead critical incident investigation providing an expert feedback on root cause analysis 

  • Ensure development, review, implementation and update of corporate incident management plan. 

  • Coach and mentor colleagues working in Corporate HSE department to enhance their capabilities and technical knowledge 

  • Actively participate in Senior Management Meetings, monthly HSE committee meetings and technical committee meetings. 

  • Actively and visibly promote the HSE policies and the associated procedures by means of exemplary attitudes, open discussions and positive achievement of objectives. 

What we need from You

  • Minimum of 10 years’ experience in operational HSE in the oil and gas sector.

  • Educated to degree level, or higher, in chemistry, engineering, science or similar subject.

  • Preferably IOSH, NEBOSH or equivalent international body membership

  • Understanding of the concepts of occupational and process safety.

  • Skills in conducting audits and incidents investigation including Root Cause Analysis skills.

  • Has the functional/technical knowledge and skills to do the job at a high level of accomplishment.

  • Strong relationship and influencing skills (without formal authority) to facilitate building an effective partnership with all organizational levels.

  • Demonstrate effective challenging behaviours to influence decisions.

  • Actively learns from experiences and mistakes and analyses both successes and failures for clues to improvement.

  • Good analytical skills.
