Shell Namibia is a strategic Venture within the Shell Group. Shell has spent the last nine years exploring in the Orange Basin with a local office in Windhoek since 2014. Since 2022, together with our JV partners NAMCOR and QatarEnergy, Shell has drilled five exploration wells and two appraisal wells.
A strategically important opportunity for Shell, Namibia represents a significant part of the Group’s Exploration budget over 2023-24. The venture is moving at an unprecedented pace to understand the potential of the license of 12,500sq km.
The HSE Advisor position is responsible for the implementation of Shell’s policies and local regulations in Namibia related to Health, Safety, Security and Environment. This will cover all Shell’s activities in Namibia with the objective to prevent incidents that could harm People, the Environment, or our Assets.
This is an outstanding opportunity for an individual with proven communication skills including experience in driving outcomes, managing contractors, stakeholder management and embedding requirements for HSE.
Purpose & Accountabilities:
The purpose of the role is the ensure the safety of Shell staff and our contractors and to protect the environment. The accountabilities are listed below:
- Maintain a Hazard and Effect Management Register for the Shell Namibia Upstream activities;
- Conduct risk assessments and toolbox talks with maintenance contractors planning work in the Shell office prior the execution of the work;
- Maintain a list with office safety critical equipment (e.g. AED, first aid kit, smoke detectors, fire extinguishers);
- Prepare an HSE competence plan for all Shell Namibia staff and monitor compliance;
- Prepare an annual emergency response exercise plan for the office and execute the plan;
- Prepare an annual LOD2 audit plan to verify compliance with Shell’s standards and contractual obligations. This includes the office, Shell rented vehicles and accommodations and contractor sites and activities;
- Maintain a list with Shell approved accommodations in Windhoek and Walvisbay;
- Ensure all accidents and incidents are recorded, reported and investigated as required to identify causes and determine how such accidents might be prevented in the future;
- Prepare a monthly HSSE report;
- Prepare an annual HSSE Management System review as basis for the development of an Annual HSSE Improvement Plan to capture identified improvements/learning’s/
Dimensions:
- The HSE Advisor will work closely with the HSE and Permit Manager and the local office team.
Skills & Requirements:
- Experience and Qualification: A professional with a Bachelor’s Degree and a minimum of 5 years’ Health, Safety and Environment experience in the oil and gas or mining industry,
- Should have well-developed interpersonal skills to enhance and maintain relationships, working with multiple stakeholders and team members at multiple work locations;
- Ability to interact with a broad spectrum of people and excellent communication skills;
- Ability to work with and influence multi-disciplinary and multi-cultural teams, including those in leadership. Should be people-oriented;.
- Visibly demonstrate personal and company HSE commitment.
