Job Description:

Where do you fit in? 

Involves in all new development projects and existing brownfield ALES project for Shell Upstream Sarawak Water and Sabah Deepwater projects.

Report to Commissioning Team Lead and specific project Lead Commissioning Engineer (LCE) in managing the Mechanical discipline CSU deliverables within Shell Upstream Sarawak Water and Sabah Deepwater projects to execute the pre-commissioning, commissioning activities and initial startup/performance testing of new constructed facilities and existing brownfield ALES project, the tasks including managing CSU safety, interface with multiple disciplines and coordinate all handover of all Mechanical static/rotating commissioned systems to Completion team for final compilation before handover to Sarawak Operations/Maintenance team as per the agreed Acceptance Criteria.

What’s the?role?? 

  • Commissioning & Start-Up: Develop CSU plan, schedule, perform the commissioning activities and initial start-up sequence, ensure all LOTO, spading, isolation & de-isolation plans, and start-up LOLC valve lists are properly planned and aligned at different stages.
  • Inspection & Closure: Ensure inspections and final closures on tanks, pressure vessels and heat exchangers are performed according to ITRB and CTP requirements.
  • Leak Testing: Ensure final piping and system reinstatement leak tests are carried out safely and as planned.
  • Support & Assurance: Support LCE in start-up, lead the team in gross leak tests during initial gas-in, and conduct FLIR camera assurance checks.
  • Equipment Commissioning: Lead the CSU Mechanical discipline in commissioning HVAC, pedestal crane, chemical injection skid etc ensuring equipment and integrated systems are properly commissioned and tested as per design intent and operating requirements.
  • Testing & Verification: Ensure all field equipment, pressure vessels, tanks and rotating equipment such pump and generator are tested as SAT, ITR B, and CTP requirements.
  • Safety Critical Elements: Ensure all Safety Critical Elements (SCE) equipment and performance standard testing requirements are captured properly in ITR-B and CTP.
  • Spare Parts Management: Support LCE in ensuring all mechanical systems CSU spare parts are captured in the integrated CSU spare part list and kept up to date.
  • Team Leadership: Lead the Mechanical CSU site team (max 10paxes), ensuring their responsibilities on system ownership are well managed, under control, and aligned with the dynamic CSU schedule plan.
  • Punchlist Supervision: Supervise mechanical-related punch lists/outstanding works, ensuring plans and priorities are in place, and technically sign off and close out punch list items.
  • Red Line Mark-Up: Ensure all mechanical-related “Red Line” mark-ups during commissioning are captured and submitted for engineering final “as Built.”
  • Coordination & Communication: Coordinate day-to-day activities on-site, establish good communication on mechanical team’s commissioning activities, and ensure safety procedures and standards are followed.
  • Factory Acceptance Test: Represent the project team for Equipment Factory Acceptance Test (FAT) at vendor premises.
  • Scenario Studies: Participate in HAZID/HAZOP/PDMS/SUOP/CSU scenario studies and workshops.
  • Safety Meetings: Attend SIMOPS & safety interface/coordination meetings with EPC & HUC Contractor, Operations/Maintenance to ensure regular communication between site, control room, emergency response, and site office.
  • Start-Up Preparation: Support LCE in preparation for Start-up on Paper (SUOP) and CSU What If Scenario Workshop

What do we need from you?  

  • Education: Bachelor of Engineering in Chemical, Mechanical, Civil, or Structural Engineering, or equivalent, with hands-on experience in Oil & Gas facilities, with project commissioning of mechanical systems experience.
  • Standards & Procedures: Practitioner of CSU Project Standard and Guide (PS14/PG14b) for Construct and Pre-commissioning Facilities Procedure, Commission and Facilities Handover Procedures. Knowledge of CSU requirements in ORP stages, including the latest Commissioning and Start-Up(CSU) and Handover Practitioner Guide Recommended Practice (SR.19.01046).
  • Completion Management System (CMS): Experience and proficiency in using CMS for construction, pre-commissioning, commissioning, and handover phases in OGP projects.
  • Mechanical System Commissioning: Hands-on experience in commissioning process and mechanical systems for wellhead platforms, compression projects, and onshore oil and gas facilities. Familiarity with pressure testing, vessel entry final closure, lifting equipment, isolation plan preparation, and commissioning test plans and procedures (CTP).
  • Piping System Pre-Commissioning: Proficiency in pre-commissioning works such as flushing/cleaning, hydro testing, P&ID line walk, and reinstatement leak tests. Ability to prepare hydro test and reinstatement leak test procedures/packages and spading/isolation plans, with experience inleading reinstatement leak tests using Nitrogen/Helium methods preferred.
  • Equipment Commissioning: Hands-on experience with static equipment (tanks, pressure vessels, heat exchangers, air/gas coolers, heat recovery systems, material handling equipment, etc.), HVAC systems, and rotating equipment (pumps, diesel generators, instrument air compressors and dryers, chemical injection systems, etc.).
  • Technical Drawings: Ability to work with and interpret PEFS, UEFS, Isometric, and GA drawings.
  • Test Run Procedures: Experience in preparing mechanical test run procedures, FAT, SAT, CTP, and leading mechanical test runs at the site
